OPINION AND ORDER REGARDING DEFENDANTS’ MOTION FOR SUMMARY JUDGMENT

I. INTRODUCTION

In the early morning hours of January 1, 2002, a pickup truck being driven by Aaron Gruner, the boyfriend of Plaintiff Jennifer Marie Marrs, was stopped by Defendant Michigan State Police Troopers Christopher Tuckey and Patrick Daugherty for failure to come to a complete stop at a stop sign.
