SMITH, Judge.
Arthur Paulson appeals from an order of the Court of Common Pleas of Chester County that affirmed as modified an order of the Zoning Hearing Board (Board) of Wallace Township (Township). Paulson appealed from an enforcement notice issued by the Township’s Zoning Officer regarding his go-cart rental and go-cart racetrack business, which is located in a flood hazard district. In the alternative, he applied for a special exception for fill he had placed on a driveway and raised a validity challenge to the Zoning Ordinance.
