OPINION
GOLDBERG, Justice.
In 1983 the Rhode Island General Assembly enacted the Victim’s Bill of Rights, codi-fled in G.L.1956 chapter 28 of title 12. Three years later, the delegates to the 1986 Constitutional Convention ratified article 1, section 23, entitled “Rights of victims of crime,” as an amendment to Rhode Island’s Constitution. It is significant that neither the legislation nor the amendment provides for monetary damages in the event that officials charged with notifying crime victims of their rights fail to do so.
