Sensient Technologies Corp., a U.S. producer of allura red coloring, 1 brings this action challenging the negative preliminary determination by the International Trade Commission (“ITC” or “the Commission”) in its antidumping and countervailing duty investigations of Allura Red Coloring from India, 68 Fed. Reg. 20,170 (Apr. 24, 2003).
