The protestor, Universal Protection Service, LP (Universal), filed a bid protest in this court on January 27, 2016, challenging the United States Postal Service’s (USPS) award of a contract to Command Security Corporation (CSC or Command) 2 under Solicitation No. 2B-14-A-0078 (the Solicitation).
