Westmoreland County Institution District and Pennsylvania Manufacturers Association Insurance Company (Petitioners) petition for review of an order of the Workmens Compensation Appeal Board (Board) affirming a referees decision to reinstate the total disability benefits of Coral Jacobs (Jacobs).
