On February 1, 1938, W. O. Lassiter, in his own behalf and in the behalf of all the holders of bonds and interest coupons issued by the Everglades Drainage District, filed his amended bill of complaint in the Circuit Court of Dade County, Florida, against the Board of Commissioners of the Everglades Drainage District and the officers thereof, the State Treasurer, and others.
