FLAUM, Circuit Judge.

Appellant James Grammatico brings this action against the United States under the Federal Tort Claims Act (“FTCA”), 28 U.S.C. § 1346(b). Appellant claims that on March 26, 1992, while employed at Lewis Machine and Tool Company, his arm became enmeshed in a radial milling machine, causing severe and permanent injuries to his left hand and forearm.
