In this ease, the Department of the Interi- or (“Interior” or “DOI”) challenges an order of the Federal Labor Relations Authority (“FLRA” or “Authority”) requiring DOI to bargain with unions representing “prevailing rate” employees over the inclusion of supervisors in bargaining units that also included non-supervisory employees.
