ELLIS, District Judge.

Introduction

This suit by a psychiatrist to enjoin the State of Virginia from revoking her medical license raises an unsettled question under the Younger abstention doctrine. 1 Plaintiff, a Virginia resident, is licensed by the Virginia Board of Medicine (the “Board”) to practice psychiatry in the Commonwealth.
