Bernard J. Hessley, individually and as Chairman of the Warren County Democratic Committee, appeals from an order of the Court of Common Pleas of the 37 th Judicial District of Pennsylvania, Warren County Branch (trial court), dismissing *1213Hessley’s Appeal From Denial of Copying Public Records (Appeal).1 We reverse.
