MEMORANDUM OPINION

KOLLAR-KOTELLY, District Judge.

The Animal Legal Defense Fund (“ALDF”), a non-profit membership organization based in California, has brought an action under the Freedom of Information Act (“FOIA”), 5 U.S.C. § 552, to compel the Department of the Air Force to release documents pertaining to its plans to divest itself of over 140 chimpanzees. Pending before the Court are the Air Force’s Motion for Summary Judgment, the ALDF’s opposition thereto, and the Air. Force’s reply.
