Clarke, J.:

Respondent was admitted to practice as an attorney and counselor at law in the courts of the State of New York in April, 1906. In November, 190 Y, he was in Paris'. He had issued a printed circular in the French language, “Armand Spenser, counsellor at law, 132 Nassau street, New York. Correspondents in North and South America. Sir: We beg to offer you our services as correspondent and urge your co-operation with reference to matters in North and South America: 1.
