This matter is before the Court on a Motion for Judgment on the Pleadings 1 filed by Defendant Indiana Hospital and certain Defendant physicians and adminis trators 2 at Indiana Hospital (“Hospital Defendants”). Also before the Court is a Motion to Dismiss filed by the Secretary of the Pennsylvania Department of Health, Dr. H. Arnold Muller (“Dr. Muller”). 3 Plaintiff Dr. Ralph J.
