Plaintiff Damarcus S. is a sixteen year-old student in the District of Columbia Public Schools (“DCPS”) who has been diagnosed with an intellectual disability. (See Administrative Record (“AR”) at 443.) Damarcus and his mother K.S. bring this suit under the Individuals with Disabilities Education Act (“IDEA”), 20 U.S.C. §§ 1400 et seq., and Section 504 of the Rehabilitation Act of 1973, 29 U.S.C. § 794.
