The Fairfax-Falls Church Community Services Board (“CSB”) issued a reprimand to its employee, petitioner Mark A. McChrystal, for work place discrimination. He subsequently requested information from the Fairfax County Board of Supervisors (“County”) and other respondents related to that reprimand. The County did not provide the information sought by McChrystal. As a consequence, invoking the Virginia Freedom of Information Act, Va. Code § 2.2-3700 et seq. (“FOI Act”), and the Virginia Government Data Collection and Dissemination Act, Va. Code § 2.2-3800 et seq.…
