KING, Chief Judge:

Defendant-Appellant Harris County, Texas appeals the district court’s judgment against the County, arguing that the district court erred in holding that the County had unconstitutionally interfered with the property rights of Plaintiff-Appel-lee Simi Investment Company, Inc. The district court found that the County had unlawfully prevented Simi from gaining access to the city street adjacent to its property in - contravention of Texas law.
