The petitioner states that he is a resident citizen of the city of St. Louis, and the father of two children who are respectively seven and fourteen years old; that these children were admitted as pupils in one of the public schools of the city, but were excluded therefrom by order of the superintendent of public schools, because they were not vaccinated, and because the petitioner, their father, refused to have them vaccinated.
