This appeal questions the constitutionality of the Eaulkner Act, L. 1950, c. 210, N. J. 8. A. 40 :691 — 1 et seq.

The facts are not in dispute. Since 1915 the City of Hoboken has been governed under the Walsh Act, B. S. 40:70-1 et seq., by a board of five commissioners. On May 8, 1951 the present commissioners were elected for a term of four years.
