This is a Freedom of Information Act, 5 U.S.C. § 552 (“FOIA”), action brought by Judicial Watch, Inc., a public interest organization, and its former chairman and general counsel, Larry E. Klayman (collectively “Judicial Watch”), against the Internal Revenue Service (“IRS”), its former Commissioner, Charles O.
