The twentieth century may well be remembered as an era in which legislatures at all levels of government attempted to substitute regulations of their own making for the rules which are generally thought to govern economic relationships in the marketplace. Whether such intervention was wise or effective is a question best left to future social historians with the relative advantage of hindsight.
