In this appeal, the Court addresses whether public entities and their employees are granted immunity pursuant to the New Jersey Tort Claims Act (“TCA”), N.J.S.A. 59:6-4, for failure to report the results of a preventative public health examination.

Plaintiff was administered two visual acuity tests over an approximately two-year period by her elementary school’s nurse. Plaintiff failed both tests in her right eye, but her parents were not informed of the test results until the completion of the second test. Plaintiffs private doctors subsequently diagnosed her with amblyopia.
