CHRISTIANSEN, Judge:

{1 Roger Bryner filed a complaint in the trial court seeking to compel the Canyons School District (the District) to produce a copy of a video-surveillance recording taken by a security camera at Butler Middle School. The District had determined that the video constituted an education record and that the disclosure requirements of the Family Educational Rights and Privacy Act (FERPA) prohibited release of the record to Bryner without the consent of the parents of the other students shown in the video.
