By Chapter 182, Volume 46 Laws of Delaware, the legislature created a Department of Elections for New Castle County of eleven members, five of whom were to be nominated by the State Chairman of each of the major political parties and the remaining members by the Governor. The Act also provides that "All of the members so nominated shall be appointed by the Governor as members of the Department of Elections.
