MEMORANDUM OPINION

ELLIS, District Judge.

Introduction

This case raises questions under Virginia law of insurance coverage and of certification of state law questions to the Virginia Supreme Court. Procedurally these questions come before the Court on plaintiffs’ motions for summary judgment, defendants’ cross motions for summary judgment, and defendants’ motions for certification of questions of state law.
