Plaintiff, a police officer, was ordered by the defendant police chief of the City of Zion to submit to a polygraph examination. Prior to the date set the plaintiff filed a complaint in the circuit court of Lake County seeking to restrain the examination pending a showing of just cause. The trial court dismissed the complaint for failure to state a justiciable cause of action. On plaintiff’s appeal we observe that the complaint essentially seeks a declaration of rights and accordingly review this matter pursuant to the declaratory judgment act. Ill. Rev.
