OPINION

{¶ 1} Appellant, the city of Willoughby ("the city"), appeals the judgment of the Lake County Court of Common Pleas denying its motion to dismiss filed under Civ.R. 12(B)(6). At issue is whether appellees, on behalf of their decedents Chad Schreibman, Charles Trizza and Sampson Schreibman, properly alleged claims against appellant. For the reasons that follow, we affirm.
