Mauricio Rueben and Gerardo Guerra were indicted for conspiracy to possess with intent to distribute in excess of 1000 kilograms of marijuana in violation of the Controlled Substances Act, 21 U.S.C. § 801, et seq. 1 Following a hearing, the magistrate concluded that no condition or combination of conditions of bond could reasonably assure the appearance of Rueben or Guerra at trial and that they were a danger to the community. He therefore ordered that Rueben and Guerra be detained pursuant to 18 U.S.C. § 3142 pending trial. Rue-ben and Guerra requested that the…
