On March 11, 1977, the California Energy Resources Conservation and Development Commission (hereinafter Commission or Petitioner), adopted amendments to energy conservation regulations for new residential construction pursuant to Public Resources Code section 25402, subdivision (a). The new standards represent nine months of evidence taking by the Commission from its staff and other interested parties received in a series of nine public hearings commencing in June 1976 and terminating with adoption.
