OPINION
FLANDERS, Justice.
This appeal has challenged the constitutionality of legislation enacted by the Rhode Island General Assembly in 1995 1 authorizing the Rhode Island Economic Development Corporation (the EDC) and the city of Providence to enter into a long-term tax-exemption agreement with the developer of the proposed Providence Place Project (the Project), a large retail-shopping mall and parking garage to be located in Providence.
