OPINION
BROOKS, Judge.
Plain tiff-appellee James H. Taylor (Taylor) brought an action in the Maricopa County Superior Court (trial court) against the Arizona Law Enforcement Merit System Council (council) and its members, and the Arizona Department of Public Safety (DPS) seeking review of the council’s determination to uphold Taylor’s termination as a law enforcement officer with DPS.
