This is a petition to reyiew an order of the Securities and Exchange Commission issued under the Public Utility Holding Company Act of 1935.1 The order was made on an application filed with the Commission March 30, 1940, for approval of a plan of merger among Federal Water Service Corporation, Utility Operators Company, and Federal Water and Gas Corporation.
