On November 15, 1971, Lamar Norman, Jr., who had been released on parole from the Connecticut State Prison at Somers on August 24, 1970, brought this class action individually and on behalf of “all persons who appear before the Connecticut State Board of Parole and wish to be represented by counsel,” seeking to enjoin the parole board from proceeding with any parole revocation hearings until members of the class were afforded the right to counsel.
