KELLEHER, Justice.

We have consolidated these two statutory petitions for certiorari, which were issued pursuant to the terms of G.L.1956 (1977 Reenactment) § 39-5-1 and seek a review and a quashing of actions taken by the Public Utilities Commission (the commission). The petitions were filed by the Rhode Island Chamber of Commerce Federation (the chamber) and Newport Electric Corporation (Newport).
