In the municipal court of the City and County of Denver three separate actions were filed involving the same issues of fact. In these actions each of the defendants was charged with the violation of a municipal ordi nance (Revised Municipal Code, City & County of Denver, Article 959) under the terms of which “portrait photographers” are regulated, and are required to obtain a license. Each of the defendants was found guilty of failing to obtain a license as required by the municipal ordinance.
