The plaintiff-appellant, Anna Rousey, individually and as administratrix of the estates of Palmer Lee Rousey and Fred Marion Alsman, has challenged the district court’s summary dismissal of her complaint against the United States for damages under the Federal Tort Claims Act, 28 U.S.C. §§ 2671-2680, anchored in her physical injuries, and in the murders of her decedents, committed by Robert Dagineau (“Dagineau”), a recently released former resident of a Department of Veterans’ Affairs (“DVA”) psychiatric hospital.
