Respondent, David J. Adams, contests the recommendations of the Presiding Disciplinary Judge ("PDJ")-appointed as hearing master-in this unauthorized practice of law proceeding.1 The PDJ recommended that we enjoin Adams from the unauthorized practice of law, assess civil penalties for five such instances, and impose costs upon him. The PDJ concluded that Adams did not hold valid assignments of claims belonging to creditors under the Colorado Trust Fund Statute, section 38-22-127, CRS. (2010).
