On April 14, 1995, this Court vacated its previous order disbarring Linell A. Bailey, suspended him pending further order, and remanded to the special master for consideration of evidence of psychological impairment on the question of the appropriate sanction. Prior to the special master’s report on remand, Bailey filed a petition for voluntary discipline encompassing the matter on remand, as well as three additional disciplinary matters.
