Before the Court is a motion for leave to conduct discovery. The plaintiff, Beta Analytics International, Inc. (“BAI”), the intervenor, Maden Tech Consulting, Inc. (“Maden Tech”), and a third party submitted bids in response to Solicitation N0017-03-R-0044 (“the Solicitation”). The Solicitation sought a contractor to provide intelligence support for the United States Department of Defense’s Defense Advanced Research Projects Agency (“DARPA”).
