Shieldalloy Metallurgical Corporation petitions for review of a Nuclear Regulatory Commission (“NRC” or “Commission”) order reinstating the transfer of regulatory authority to the State of New Jersey under the Atomic Energy Act, 42 U.S.C. § 2021.
