The Department of Homeland Security ("DHS") runs a government program known as Chemical Facility Anti-Terrorism Standards ("CFATS"). The purpose of CFATS is to identify chemical facilities that might be targeted by terrorists, and to promulgate and enforce standards for reducing the risks arising from potential terrorist attacks on those facilities.
