Glenn Tinney appeals from the district court’s grant of judgment on the pleadings and grant of summary judgment in favor of Defendants in a case involving allegations of civil rights violations. Tinney sued Richland County, Ohio; James Mayer, III, Administrator of the Estate of James Mayer, II; Joseph Masi; David Mesaros; and unknown employees of Richland County; alleging claims under 42 U.S.C. § 1983 and state law. 1 Tinney claims that Defendants knowingly secured false confessions used to perfect a guilty plea, which served as the basis for a conviction later vacated.…
