The Norway Water District was chartered by c. 55, P. & S. Laws of Maine 1941^ as a quasi-municipal corporation. The Act was conditional until approved by a majority vote of the legal voters of the District at an election to be held not later than January 1,1942. It was provided that the affairs of the District should be managed by three trustees elected by the municipal officers of the town of Norway.
