Juvenile detainees brought a class action, pursuant to 42 U.S.C. section 1983, challenging the conditions and practices at the Volusia Regional Juvenile Detention Center (Center) operated by the Florida Department of Health and Rehabilitative Services (HRS). After extensive hearings, the district court entered sweeping injunctive relief designed to bring the Center up to constitutional standards.
