Plaintiffs in this case are a class of Massachusetts residents who have received federal social security benefits for disabled people, see 42 U.S.C. §§ 401 et seq. (Social Security Disability Insurance); id. §§ 1381 et seq. (Supplemental Security Income). They sued the Secretary of Health and Human Services, claiming, among other things, that the Secretary was using an improper standard when deciding whether to continue or discontinue payment of disability benefits to a person already receiving them.
