This case was initiated by the United States of America (“the government”) on October 9, 2003, when it filed a complaint alleging that Dynamics Research Corporation (“DRC”) had violated the False Claims Act (“FCA”) and Anti-Kickback Act (“AKA”), and breached its contracts with the government. DRC responded by filing a third-party complaint against Storage Engine, Inc. (“SEI”) and Gregg M.
