The petitioner seeks to have an ordinance of the city of Greenville annulled, and to obtain a writ of mandamus, directed to the city council, commanding that body to issue to him a license to open and operate a livery, feed and sales stable on his lot, on the corner of North and Laurens streets, in said city.
