OPINION OF THE COURT

NYGAARD, Circuit Judge.

This ease involves a dispute over the appropriate bargaining unit at a health care center resulting from the merger of five separate hospitals. Presbyterian University Hospital d/b/a University of Pittsburgh Medical Center1 filed this petition for review of a final order of the National Labor Relations Board. The NLRB cross-petitioned for enforcement of its order. The union intervened in support of the NLRB’s order.
