OPINION OF THE COURT

STALEY, Circuit Judge.

This is a petition by the National Labor Relations Board for enforcement of its order requiring the Western and Southern Life Insurance Company (hereinafter “Company”) to bargain with the certified bargaining representatives of the Company’s debit insurance agents employed at two separate district offices.
