Plaintiffs, assistant Wayne County prosecutors and assistant Wayne County corporation counsel, filed suit in separate actions alleging that they were deprived of the opportunity to compete for three attorney positions which were filled by direct appointment rather than by civil service eligibility lists. After consolidation in the circuit court, both sides moved for summary disposition pursuant to MCR 2.116(0(10).
